Because of the detailed information and the special processing required for admission of an international student, you must submit the University International Application for graduate admission.
Other admission requirements for international students are the same as for U.S. students, with the exception of the TOEFL requirement specified below. (See General Admission Requirements for details.)
Ph.D. students: The University International Application and all supporting documents must be received at FSU by February 1. This is earlier than the Universitys application deadline and supersedes it.
Specialist (post-Masters) and Masters students: The University International Application and all supporting documents must be received at FSU by the deadlines stated on the web site of the FSU Office of Admissions.

Test of English as a Foreign Language (TOEFL): International applicants whose native language is not English must submit an official score on the TOEFL exam. This requirement may be waived with documentation of successful completion of at least one academic year of study in a country whose official language is English.
Minimum scores:
Masters applicants: 550 on the written exam, or 213 on the computer exam, or 80 on the internet-based exam.
Specialist applicants: 600 on the written exam, 250 on the computer exam, or 100 on the internet-based exam.
Ph.D. applicants: 600 on the written exam, 250 on the computer exam, or 100 on the internet-based exam.
